Talarico offered Amendment 11 to Senate Bill 14, exempting health providers to the extent that compliance with the prohibitions conflicted with the Hippocratic oath. It failed 56 to 82, record vote 1677, journal pages 4203 and 4204.
Conservative assessment
An ethics-based carve-out of this breadth would have weakened the blanket restriction by leaving the judgment with the treating provider.
